District of Columbia
Managed the delivery of Accela’s Automation solution for Department of Consumer and Regulatory Affairs (DCRA). This system implementation is expected to eliminate 40 existing systems and dramatically improve DCRA’s Key Performance Indicators for service to it’s citizens while eliminating related costs.
Established a common services group to eliminate redundancies in the District and rolled out sharable technology products that can be utilized by 66 city agencies through the Office of the Chief Technology Officer. The DC Employee Intranet Portal and Federated Identity Management Security implementations are example products resulting in significant District savings.
Collaborated with IBM to design a Service Oriented Architecture (SOA) roadmap for the District of Columbia to be used as the framework for future systems development. As a result of this effort, 80% of web service functionality developed over the next three years could be reused.
Developed 5 year IT Strategic Plan for the University of the District of Columbia which now aligns the IT Architecture with the University’s Business plan. The IT strategic plan will be used to guide development, budgeting and scheduling to support the University’s future growth
Department of Housing and Urban Development
Developed and operated a vendor registration system to ensure proper capture and tracking of HUD approved vendors.
National Rural Electric Association
Established the strategic plan around critical objectives and delivered a portfolio of applications to earn a 94% approval rating from the customers/members. By year three, nearly all targeted members had registered for Cooperative.com’s products and services.
Collaborated with Gartner Consulting to establish balanced score card and dashboards used by management and staff to align work assignments and budgets to agreed upon organizational goals. Metrics also used to respond to customer feed back and address financial/regulatory compliance issues associated with Sarbanes – Oxley and HIPAA.
Facilitated numerous business process reengineering projects with key business units to leverage existing assets by integrating functions within their investment and insurance applications to drive down the costs of services while improving customer satisfaction survey results.

Launched award winning CBT educational initiative which included interactive multimedia hybrid CD-ROM for training senior British Oxygen Company executives on e-commerce and use of the web.

Developed various programs to enhance the functionality of Gateway Computers.
